Well, if there was ever a state where a good number of women needed to be spanked, California surely fits that bill. Oh wait, every state fits that bill. So many women, so many spankings needed!
Now that you led with that reference I suddenly have an earworm of CALIFORNIA SPANKING and dreaming of Michelle getting spanked on Fantasy Island. If I was to put one at the top of the list it would be New Jersey, but that's because I am a New Yawker. :) In my stories I tend to veer towards Texas and its surrounding states.

Not that I keep a record of this, but I have been fortunate enough to play with people from different cultures, and indeed different countries. Strangely enough, though, the majority of these countries were Asian.
Wow! Now there is a tidbit of info that some scientist should study and write a thesis on, the spanking likes of Asian countries. Heck every Chinese, Korean, and some Japanese movies seem to center around the well shown Court-ordered public paddlings of women of quality and position, often leaving the ability to sit all but non-existent! If I were a few years younger! Ahhh! Perchance to dream!
